Abstract : Knowledge explosions as well as developing information technology and means of communication have resulted in exacerbating the phenomena of plagiarism and its danger; because of the dispersion of thoughtful both in quality and quantity, it is difficult to trace scientific thefts. The continuous increase in the quantity of available resources of electronic formulation and text audit software makes it easier to steal the content. Because of The important contribution of the academic libraries to the progress of scientific research for those who affiliate universities, whether they are students or researchers, they had to participate effectively in the university strategies to limit and discover scientific thefts with its accumulative experiences in the area of discovering and managing available sources and services for scientific research and researchers. Hence, the main problem of this study is the necessity of recognizing the efforts of both foreign and Arabic academic libraries to limit and discover scientific thefts. Accordingly, the study has indicated its goals: recognizing activities and services of the Arabic academic libraries to stop, limit, and /or discover scientific thefts, in addition to observing foreign libraries' activities, services, and policies to limit and discover scientific thefts as well as comparing these with what happens really in the Arabic countries. Furthermore, this study aims at enclosing plagiarism detection software and indicating how much it supports the Arabic language. The study has depended upon the descriptive and analytic approach to achieve its goals, and it considered auditing list as a methodical instrument used for collecting data. Moreover the study used search engines to enclose plagiarism detection software. The sample of this study has contained 34 academic library website including 13 Arabic library website, 21 foreign library website, in addition to 36 plagiarism detection software. After analyzing and discussing data, the study has reached a number of conclusions the most important of which is that 81% foreign academic libraries exert efforts to stop and /or discover plagiarism including 30% library participate in plagiarism detection software. On the other hand, 17% Arabic academic library introduce one or more activity to discover and stop plagiarism, including just one library takes part in one of plagiarism detection software.
