Abstract : The study focuses on some key issues highly related to providing access to information, and represented in the legal issues related to copyright, as well as economic issues related to cost. Where the study shows the impact of these aspects to provide free access to information. The study focus on the library of King Abdullah bin Abdul Aziz as a digital model, it shows how cost and copyright factors affected decisions of the library on the free availability of their contents, with a comparison of the status in some international digital libraries in universities, as in Oxford digital Library, Michigan digital Library, and the digital group of Columbia University and the digital library of Lehigh University. The researcher used a case study approach to identify the status in the library of King Abdullah bin Abdul Aziz, also used survey methods to identify the status in the global libraries.
