Abstract : This study aimed to compare the economic characteristics and their relationship to training and educational characteristics of the vocational labor force level (without university education) in the private industrial sector in Jeddah (the southern industrial area) with those in public Industrial Company in the industrial city of Yanbu (Saudi Aramco and SABIC) and then show the impact to evaluate the job performance of such employment. In addition, this study sought to find the turnover of employment in both sectors as the division of citizens and non-citizens employees to show the features of Saudization in the community of study. Data for this study were based mainly on the answers contained in the three questionnaires of the study in identifying the forces workforce questionnaire and to identify the production managers’ questionnaire to evaluate the job performance of such employment and the questionnaire identification to factory managers and companies. These questionnaires have been distributing to the employment in research in the manner of the adoption of the sample, where the sample representative of the group of manufacturing industries in the private sector in Jeddah and the similarly stratified representative sample of the public sector employment of the companies in Yanbu industrial city, using a statistical program (MINI TAB) which building in the equation of determining the size of the sample.I used the program SPSS to analyze data to take advantage of some quantitative methods and analysis of Kay's square to see the effect on the salaries of employment (level of education, training, years of experience and nationality)The researcher have benefited from the cartography method of analysis as those embodied in the output tables and multi graphics software.This study showed a range of results , the most important of them are: in the public sector in Industrial Yanbu: The number of workers in manufacturing industries in the kingdom was 345,809 while in the western region, the number of workers in the same industry has reached 111,947 their proportion is 32.4% of total kingdom workers, including 95,396 in Mecca County up to 85.2%, compared to 16,551 in Al-Medina County, which has accounted for 14.8% of the total workers in this industry in the western region, the Saudi workers accounted for 39.5% compared with 60.5% of non-Saudi province of Mecca, while the proportion of Saudi in Al-Medina in 52% versus 48% of non-Saudis in Al-Medina.This study showed that the proportion of base salary represents 67.8% of the economic cost of manufacturing industries in Jeddah, however, found the low salaries of professionals in the manufacturing industry in general in Jeddah, where more than half (63.3% )of whom are paid less than the SR 2000 and the study demonstrated that there is no relationship between the rise of Saudization and the rise of salaries in the public sector in Jeddah, in the other hand ,there is a relationship between the low Saudization and the low of salary in private sector in Jeddah .The study have shown that in the private sector in Jeddah, salary has been affected in , nationality of workers in other hand, employment and wages has not been affected by the duration and level of scientific expertise and the quality of training in the private sector in Jeddah, the study also revealed that the cause of professionals away from the Saudis work in the private sector is the low salaries ,in addition to, the reasons why the factory managers prefer to use non-Saudis professionals, including lower level of education and experience of the Saudi technical which reflecting on the performance level of some of them2.3% the performance level of less than in the patients compared to 3.2% of non-Saudi performance category mentioned.The study demonstrated that the rate of turnover of professional non-Saudis in public sector in Yanbu, and private sector in Jeddah is higher than the turnover of the Saudi professionals.The study showed that satisfaction with the working hours always higher in the public sector than in the private sector, and the worst working conditions in the public sector and private is high temperature ,and that the most important factor for the renewal of employment contracts with the Saudi technicians in the public sector is salaries and allowances while good treating of direct boss is the most important factor for the renewal of employment contracts for Saudi professionals and non-Saudi professionals in the private sector and for non-Saudis in the public sector.
