Abstract : The present study is ethnographic; aims to identify the residential housing through its official organizations and the nature of its social life. It is based on several theoretical frameworks: dynamic balance, the culture of poverty, the symbolic interactivity, and structural forming. It was conducted on a sample of three residential housing of different organizational administration (traditional housing, symbolic-rent housing, and conditional free housing). The sample has been selected in a purposeful way. The purposeful sample was selected of twenty-eight female residents with different social statuses (divorced, deserted, widow, a wife of a prisoner, a wife of a disabled person, or separated woman). The study relied on simple observation, participant observation, and in-depth interviews as tools for data collection. The results showed that the residential housing is the production and re-production of new forms and functions of the concept of traditional lodgings that copes with social and cultural context of the renewed concept of poverty, shelter, and social solidarity. Residential housings are located in good residential places with most public facilities. The management techniques, by which such housing projects controlled are somehow of the same characteristics of modern official bureaucracy, besides non-systematic ways of some female inhabitants that achieve some goals that are not compatible with the policies of the administration. The nature of social life in the residential housing is clarified through a variety of levels: 1 – When the responsible is a woman, it helps attain the flexibility between the inhabitants and the administration, and when the responsible is a man, it leads to psychological, social, and cultural barriers between the parties. 2 – The patterns of responding to the stigma of poverty are shown in concealment, declaration. 3 - The patterns of response to management methods range from satisfaction to discontent. 4 - The social processes within the small family are two types: supportive, and frustrating. 5 - The social processes at the level of the neighborhood are two types: collective, and separating. 6 -Confrontation with the outside world, which highlights the poor awareness of what is going on in some cases, as well as highlights styles of social cunning with others as a way to achieve some gains. 7 - The feeling of insecurity and instability because of the lack of confidence in the integrity and fairness of housing management, which resulted in many different problems because of the confrontation with the other party ( the administration), such as fighting, stirring up troubles, threatening and challenge, blackmailing, obedience and servitude, strength and determination, indecisiveness and duality. Proponents suggest that the state should determine an organization monitoring the residential housing, and this should be coordinated between the concerned ministries and agencies. This organization should work as an independent entity so as not to be hindered by bureaucratic laws, and managed by the members of men and women and of governmental and civil agencies, in addition to the cancellation of aid associated with stigmatic names. The study recommends for making a comprehensive study about the urban and environmental situation of residential housing, making use of the funds of Zakat and charity in the construction of more residential housing, taking into account not to put any petition on the housing bearing negative hints, in order to avoid any sense of stigma. It also recommends continual work of symbolic rent in residential housing and the selection of a woman dedicated to the management of such housing on high-level and professional basis to follow up the conditions of the inhabitants' children in schools, reduce the fee for poor families in hospitals, work on creating a cooperative joint between the owners of residential housing and ministries and the relevant bodies to do the following: 1- On figure a comprehensive and accurate database for poor families and set training courses for relevant employees to learn the ethics of dealing with the other. 2- Establish a legislation to punish those who are found guilty of ethical harassing to poor women and create legal standards that preserve the rights of each part, the landlord and the tenant. The study also recommends for programs to be held to highlight the role of the media and philanthropy in the development of society and individuals, Restructuring the image of the social worker from being traditional and stereotypical to be creative and suitable for treating with deep and tragic problems in the community, taking into account the important role of senior instructors of social university professors and specialists in deepening the superstructure of society, as well as updating social service programs due to the changes and requirements of the times.
