Abstract : The present study aims to create a model determines the relationship of OCF in success of KM application in business environment. The importance of this study is to link between two new concepts in the administrative areas of modern organizations are OC and KM, to build model of OC that organizations can be guide, as one of the organizational excellence tools. To achieve the objectives of this study the researcher used a mixed method, where the application of content analysis method was used to determine the OCF in the business environment and its relationship with KMP, and applying Delphi technique for preparation of an instrument for measuring the study model, then applying case study method to the test study model in SABIC as a model for the business environment. The most important results of the study come up a proposed model that links between OCF supporting success of the applying of KMP in the business environment. The model is composed of three main dimensions of organization culture that includes 17 from OCF and linked with three main KMP which are construction, transportation, and participation. It also identified activities and practices that researcher sees suitable to provide an OC that achieved good results for organizations as they execute KM. Study results also showed a high positive value correlation between the factors and dimensions of OC and processes KM. The correlation confirms Factors and dimensions of OC indicated by the model are available in study environment moderately, Which means it has the same effect and importance in the success of the applying of KM. Results of the study showed also uneven relationship between OCF and KMP, the most important recommendations the study proposes is setting out OC within the strategic planning of organization, for the reason of OC represents a group of interrelated factors which covers most of Organization components. OC is necessarily be evaluated to determine its suitability for successive application of KM, in order to work on the diversification of programs and activities that promote the adoption of OC among organization members that leads to support successive application of KM.
