Abstract : The study shows the political reform of social welfare at the late King Khalid (1395 – 1402) which has not been deeply investigated. It follows the historical analysis course that depends on the official documents showing the political reform to improve the social welfare fields. It begins with an introduction about the social welfare in the reign of king AbdulAziz ,King Saud and King Faisal , may Allah mercy on them. In chapter one , it deals with the factors that influence the social welfare : religious ,political and administrative regulation factors.Also, it shows the role and the development of social institutions. The study shows the most important rules and regulations which were developed in the reign of King Khalid. It includes the statistics for houses , social institutions , the number of beneficiaries and developing path. The study shows the social security since its establishment, changing name and the development which took place for such institution. Finally , the study finds out the social welfare effects to the social ,economical and educational aspects. The study concludes a number of results such as the role of King Khalid for the improvement of the social welfare for citizens which help set main rules and regulations and continuous development. In addition, it concludes rapid and clear development of social welfare in the Saudi Society.
