Abstract : Public projects are usually strategized and launched by Project Management Offices (PMO). However, projects are varying in term of management and execution. The performance of such projects, therefore, relies on the effectiveness of PMOs implementation. The aim of this paper is to explore and employ the criteria through which PMOs Functions and challenges within the public sector can be explored and evaluated. The related literature along with the corresponding research works are critically reviewed. Additionally, Semi-structured interviews with experienced project managers and project engineers are conducted in order to evaluate PMO functions and set of challenges that affect PMOs performance. Starting with PMO functions , it had weighted using the Analytic Hierarchy Process (AHP) . After that the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) is employed in order to evaluate PMOs functions’ performance with respect to the weighted criteria. On other hand, PMO challenges had been categorized using Interpretive Structural Modelling (ISM) which is employed in order to evaluate PMOs challenges with respect to the expert selection . The results clearly indicate that “organizational learning” represents the main function within the context of public projects. However, it can also be concluded that, generally, PMOs have a great potential for further improvement as “recruiting project managers” is considered as least matured PMO function. On other hand , the challenge of lack of top management support represent the most powerful challenge that will affect to all other challenges . However , the challenges of lack of methodology and lack of authorities are came on the second level of importance . Finally , all other challenges are categized on the first level of model which is the least level of influence .
