Abstract : This study aimed to identify the reality of social responsibility at the University of Hail from the viewpoint of faculty staff and academic leaders, as well as it highlights the obstacles that encounter the activation of social responsibility. In addition, it defines the requirements for activating the social responsibility of the university from the point of view of the sampled respondents, with a proposal to concept of activating social responsibility at the University of Hail. This study is an analytical-descriptive study based on application of social survey method, as it was applied to all faculty staff members including (professor, associate professor, assistant professor), and all academic leaders represented by (President and vice president of university, Dean, Vice-Dean), at the University of Hail. The sample size consisted of 429 faculty staff members and 32 academic leaders. The questionnaire and interview were used as a tool for data collection, and the data was analyzed using (SPSS) software. The main results showed that the reality of academic, social and environmental social responsibility at the University of Hail is applied with a (low) degree while the reality of organizational responsibility with the University of Hail is applied with a (average) degree. It was also concluded that there are organizational and financial obstacles at the University of Hail with (extremely high) degree, while human obstacles that encounter the activation of social responsibility were with (high) degree. In additions, it’s concluded that the most important organizational requirements for activating social responsibility at the University of Hail are (reviewing some educational policies and practices to develop them in a way compatible with the universitys social responsibility towards society). Moreover, it’s concluded that the most important financial requirements for activating social responsibility at the University of Hail are (contributing to financing
